To what purpose? Iran is talking for only one reason: to give the impression they are working with us (the West) so that we will refrain from acting to stop their nuclear weapon development program. They want a nucliear weapon, period. They are not going through this as a means to some other end - or if they are, I haven't heard of what this other objective might be.
