Not to mention the presidents chat with Vincente Fox on Sunday evening where he assured our good friend Vincente that he had no real desire to enforce the border. Why hasn't he done anything? Moreover, why is workplace enforcement down 95%? That's where my money is, and seeing as it has quite a bit of historical precedent I feel pretty comfortable with that position.
