"I don't think the threshold test is whether they've done something that's blatantly illegal or outrageous. I think you probably would like to know what they're doing that's successful as well," Keller told "Face the Nation." " So if it's Legal, Successful and Secret it makes the front page of the NYT. After all, there were tens of thousand of people who knew of the Manhattan project or the Ultra secret in World War II, but thankfully none of them were Germans. And if Swift representative had to be stationed alongside any government intelligent agent isn't that more proof that the program wasn't being abused?
