Splitting hairs over how strong his candidacy was, how heavy or light the pressure from the Congressional Black Caucus, and how strongly Harman worked to undermine his bid is silly. That Pelosi found it necessary to meet with the man to explain he wouldn't get the job says that he was considered (and ultimately found wanting).
