		<description>You make reasonable arguments, and I don&#039;t disagree with them.  However, an assessment of the surge has to include assessment of how well it satisfied the benchmarks on which its success was predicated.  The White House agreed with those benchmarks, and is now trying to tell us that they&#039;re not important, that the whole meaning of the surge isn&#039;t important, and that now it&#039;s all about the tribal leaders.

Mark, it makes me feel like nothing more than that the Administration is flying by the seat of their pants, looking desperately for something even only slightly good happening, then rushing to it, exclaiming, &quot;I meant to do that!&quot;</description>
