Wyoming's total was cut in half by the Republican National Committee as punishment for holding their event prior to February 5th. As near as I can tell, New Hampshire was similarly punished and so has 12 delegates. Looks like you are correct sir! Meanwhile, Iowa, which uses the caucus system was not punished for going early because technically their vote is non-binding. Wyoming's caucus is binding, I guess?
